The Child Welfare Information Gateway is the congressionally mandated and funded information service of the United States Children's Bureau, Administration for Children and Families, United States Department of Health and Human Services. The agency promotes the safety, permanency, and well-being of children, youth, and families by connecting child welfare, adoption, and related professionals as well as the public to information, resources, and tools covering topics on child welfare, child abuse and neglect, out-of-home care, adoption, and more.

David M. Lutkemeier

David Lutkemeier holds a BA degree in psychology, a master’s degree in developmental psychology, and a doctorate degree from the University of Cincinnati in Special Education and Psychology. He is certified as a psychologist by the Arizona Board of Psychologist Examiners, as well as holding public school superintendent certification in Arizona and California. Dr. Lutkemeier has worked as an assistant professor at Arizona State University, a school psychologist, special education director, assistant superintendent, and superintendent in both Arizona and California. David, working as a consultant with a national curriculum management group (CMSi) has completed over two dozen comprehensive district-wide curriculum audits in 15 states over the past 20 years and has worked as a test developer for CE Learning Systems for the past ten years.

Course Objectives:

After taking this course, you should be able to:

  1. Describe the scope and major risk factors associated with the trafficking of children and youth.
  2. Identify and discuss federal and state agency responses to address the problem of child and adolescent trafficking in the United States.
  3. Discuss those factors contributing to the trafficking of children and youth and describe proactive programs and training utilized to mitigate those contributing factors.
